AAF Budget Consulting Training and Development Specialist-TA

Provide Afghan Budget expertise to include functional/organizational development of each of the AAF 16 Directorates and the 14 ANA/MoD Budget Builders.  Demonstrate in-depth knowledge to all areas of functionality/flow of each of the 16 directorates and their counterparts at ANA and MoD.  Demonstrate a full understanding of all entities that have any interlink capability with the AAF, including funding, “On”/”Off” Budget, organizational design, capabilities, and areas of training.  Instruct and train AAF and MoD personnel in delivering an automated budget system.  This system/processes shall account for Budget Circular I/II process flow.  The system shall follow Order 1108 High Office of Anticorruption and comply with Donor nation’s requirements.  Instruct and train the AAF on Afghan fiscal law, the flow of funds, how to run Budget Advisory Committees and how to perform integrated program budgeting.  Instruct and train AAF on GIRoA accounting, budgetary, pay, administration, training policies, manuals, procedures and processes.  Instruct and train the AAF A8 in conjunction with using MoD approved systems.  Train, advise and assist the AAF on process flow and procedures necessary for the implementation and execution of the AAF as a Secondary Budget Unit (SBU).  Assist the AAF Budget/Finance Trainers in instructing the AAF to establish their procurement authorities.


  • Minimum of 8 years in budgeting, accounting or related area
  • Must be a US Citizen 
  • Must be able to pass CENTCOM medical, dental and other CRC-related deployment requirements from CRC at Ft. Bliss, TX.    
  • Must continue to maintain CENTCOM Mod 13 and other deployment-related requirements for the Afghanistan theater of operations     
  • Must be able to receive and maintain a current/active Afghanistan visa 
  • Must be in possession of and maintain an appropriate-level current/active security clearance with eligibility to receive/maintain a NATO clearance for the duration of the deployment      
  • Must be willing to work and live in austere and hostile environments in Afghanistan, and understanding of the possibility to be further assigned to any location in Afghanistan, as allowed by the contract 
  • Must be willing and able to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment, as required.  Force protection will be provided by authorized sources.   
  • Must have the demonstrated ability to communicate in English, both orally and in writing 
  • Must comply with all theater command policies, regulations, and General Orders 


  • Previous OCONUS experience. (Prefer Afghanistan or Iraq)
  • Bachelor’s Degree in Finance, Accounting, or related area
  • 10 years’ experience in budgeting, accounting, or related area
  • Prefer experience on Military BN/BDE staff and understand the MDMP concept
  • The ability to obtain and maintain a Secret and NATO security clearance.
