AAF Personnel Management Trainer-TA

Train and assist the AAF A1 in the development of policy and procedures to ensure personnel are aligned on the FormYak according to AAF Tashkil requirements by profession and rank.  Train AAF A1 to track personnel assignments and transfers through the Afghan Ministry of Defense (MoD) to final approval.  Collaborate with the Joint Lead (J-Lead) to develop a schedule based on current ability in the task.  Document all advising sessions monthly and notify the J-Lead when the AAF can demonstrate that tasks can be accomplished independently IAW the TAAC-Air Strategic Plan and supplemental Line of Effort (LOE) tasks.  Assist and Advise AAF A1 personnel to execute a process and develop policies and procedures which concentrate on maintenance of FormYak and ensure updates to the AHRIMS system. Collaborate with the TAAC-Air J-Lead to develop an advising schedule.  Assist and Advise the AAF A1 and staff how to ensure designation of military occupational specialties (MOS) and assignment of personnel are in accordance with the literacy and education eligibility standards outlined in the AAF Recruiting and Accessions Policy and the qualifications criteria in the MOS and additional skills identifier (ASI).  Assist and advise TAAC-Air Combined Joint (CJ) CJ1 personnel on initial introduction to AAF policies, procedures and processes for Force Management, personnel assignments, promotions and similar topics.  Ensure the AAF A1 and staff prioritizes Tashkil/FormYak vacancies and creates a solar year accessions and training plan based on AAF human capital requirements and attrition trends.  Advise and assist the AAF A1 and staff in planning personnel support for a growing AAF. Collaborate with the J-Lead to develop plans and goals in accordance with the TAAC-Air Strategic Plan and LOE.  Advise and assist the AAF A1 and staff in personnel functions.  This shall include personnel and strength management, leave, promotions, awards, evaluations, casualty reporting, benefits and retirement programs.  Advise and assist the AAF A1 and staff on how to use and maintain records for unit personnel in the Afghan Human Resource Information Management System (AHRIMS).  Advise and assist AAF A1 and staff in the applications, procedures and policies required to establish the new Automated Personnel and Pay System (APPS) in preparation for AAF A1 assuming AAF pay responsibility under APPS, and train on training plans for AAF A1 that will enable continued training in pay operations.


  • Minimum of 8 years in Human Resources
  • Must be a US Citizen 
  • Must be able to pass CENTCOM medical, dental and other CRC-related deployment requirements from CRC at Ft. Bliss, TX.    
  • Must continue to maintain CENTCOM Mod 13 and other deployment-related requirements for the Afghanistan theater of operations     
  • Must be able to receive and maintain a current/active Afghanistan visa 
  • Must be in possession of and maintain an appropriate-level current/active security clearance with eligibility to receive/maintain a NATO clearance for the duration of the deployment      
  • Must be willing to work and live in austere and hostile environments in Afghanistan, and understanding of the possibility to be further assigned to any location in Afghanistan, as allowed by the contract 
  • Must be willing and able to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment, as required.  Force protection will be provided by authorized sources.   
  • Must have the demonstrated ability to communicate in English, both orally and in writing 
  • Must comply with all theater command policies, regulations, and General Orders 


  • Previous OCONUS experience. (Prefer Afghanistan or Iraq)
  • Bachelor’s Degree
  • Documented experience in HR Management
  • HR certifications through SHRM or other HR organizations
  • 10 years’ HR experience. 
  • Prefer experience on Military BN/BDE staff and understand the MDMP concept
  • The ability to obtain and maintain a Secret and NATO security clearance.
