Capture Manager

PAE is seeking a Capture Manager to lead investigation, capture, and proposals in the U.S. countering weapons of mass destruction (CWMD) and related international capacity-building market. Initial responsibility is to lead task order responses to PAE’s existing Cooperative Threat Reduction (CTR) Integrating Contract (CTRIC) IDIQ with the Defense Threat Reduction Agency (DTRA). Candidate shall improve PAE’s position in the CWMD market by growing and leveraging PAE’s presence in DTRA through development and execution of a detailed, USG-wide campaign and opportunity roadmap.  The Capture Manager will eventually expand PAE’s CWMD and capacity-building offerings to foreign governments and international organizations. The Capture Manager will be a member of a larger business development (BD) organization supporting PAE’s Counter-Threat Solutions business area under PAE National Security Solutions, LLC, and support other BD efforts, as required.

Candidate will lead a team of geographically-dispersed, matrixed functional support to develop winning management, technical and cost solutions.  Candidate will develop teaming approaches that include PAE’s CTRIC IDIQ teammates, other U.S. companies/organizations, and foreign companies.

Required Knowledge, Skills and Experience:

  • At least 3-5 years of successful business development with the U.S. government
  • At least 3 years’ experience successfully managing international projects and/or BD efforts
  • Knowledge of chemical, biological, radiological, nuclear and high explosives
  • Broad understanding of U.S. government’s CWMD and capacity-building efforts
  • In-depth understanding of DTRA’s mission
  • Demonstrated work on the U.S. Cooperative Threat Reduction (CTR) Program
  • Experience negotiating subcontracts with foreign companies
  • In-depth familiarity with border operations and security policy/procedure
  • Experience aligning solutions with Integrated Master Schedules
  • Experience developing and managing to Work Breakdown Structures
  • Excellent writing skills and in-depth familiarization with MS Office Suite applications
  • Ability to work under pressure to meet deadlines
  • Fluent English language and typing skills
  • Excellent technical writing and verbal communication skills
  • Demonstrated ability to write winning proposals
  • Self-motivator who takes ownership and drives resolution of problems
  • Visionary with ability to think broadly and conceptually
  • Excellent organizational and reporting skills
  • Ability to work in multi-cultural / multi-language environment

Desired Knowledge, Skills and Experience:

  • In-depth understanding of the Defense Security Cooperation Agency (DSCA)
