Reports to: Electrical Supervisor / Maintenance Supervisor / Facility Management Personnel

Performance Location: The individual filling this position will be supporting PAE on a contract for the US Department of State and working at the US Embassy in Kabul, Afghanistan.  Periodic travel with extended overnight stays may be required while working on projects at other locations in Afghanistan.   Percentage of travel will vary significantly but on average is expected to be less than 10% of the total time.

Working Environment:  The candidate will work in a traditional office setting as well as construction and maintenance sites including exposure to the dangers inherent with traveling to and working on such sites.

Work Schedule: This position works ten hours/day six days a week minimum.  The candidate participates in a duty phone rotation and must be willing to quickly respond to emergencies and contingencies as they occur to ensure the continued 24/7 operations of the facilities.

Major Duties and Responsibilities:

  • Performs all installation, maintenance and repair of electrical wiring, equipment, and fixtures using acceptable methods and practices established by industry standards in the US Embassy properties.
  • Receives oral instructions or work orders concerning work to be done, and proceeds to accomplish the necessary maintenance, repair or installation of machinery, equipment, wiring systems, and fixtures in accordance with relevant electrical codes.
  • Coordinate work with other trade supervisors as deemed necessary prior to installation of equipment or fixtures. Work with a journeyman mechanic or craftsman in another trade (Plumbing, Painting, Electrical) on a large-scale job, performing the simpler operations or assisting with highly skilled work.
  • Drive an official vehicle to transpor ttools, equipment, and materials in connection with assigned tasks.
  • Interpret electrical schematics and wiring diagrams.
  • Performs journeyman level electrical work involved in the installation , removal and / or maintenance, troubleshoot, repair of electric equipment and appliances including residentail generators, automatic transfer switches (ATS), and systems of all types at the Embassy and Camp Alvarado.
  • Receives work orders indicating the location and the scope of work to be accomplished.
  • Independently determines the problem and takes con-active action.
  • Assembles, installs, tests and maintains electrical or electronic wiring, equipment, appliances, apparatuses, and fixtures, using hand tools, power tools, and assorted electrical test devices.
  • Connects wires to circuit breakers, transformers, or other components.
  • Constructs and fabricates parts, using hand tools and specifications.
  • Diagnose malfunctioning systems, apparatuses, and components, using test equipment and tools to locate cause of break-downs and corrects problem.
  • Fastens small metal or plastic boxes to walls to house electrical switches and outlets.
  • Inspects electrical systems, equipment and components to identify hazards, defects, and the need for adjustment or repair, and to ensure compliance with codes.
  • Installs ground leads and connects power cables to equipment such as motors.
  • Places conduit inside designated partitions, walls or other concealed areas, and pulls insulated wires or cables through the conduit to complete the circuit between boxes or boxes and panel.
  • Plan layout and installation of electrical wiring, equipment, and fixtures based on job specifications and relevant codes.
  • Prepare sketches or follow blueprints to determine the location of wiring and equipment and to ensure conformance to building and safety codes.
  • Tests and inspects Personnel Protection Grounding System and Electrical Equipment & Neutral Grounding System.
  • Tests electrical systems of circuits in electrical wiring, equipment & fixtures using different testing devices such as Ohm Meters, Volt Meters & Oscilloscopes to ensure compatibility and safety of system.
  • Test and inspect Fire Alarm terns including Annunciation panel, Zone panels, smoke detectors, heat detectors.
  • Assists during emergencies by operating floodlingts and generators.
  • Provide preliminary sketches and cost estimates for Material and services.
  • Performs handyman tasks as needed and directed by supervisor or management personnel.
  • Abide by all Embassy security rules and regulations, safety and health practices and OSHA requirements.
  • Performs other duties as assigned.

Minimum Acceptable Experience and Qualification Levels:

  • Must have 5 years as experience as Journeyman Electrician.
  • Must have good customer-oriented service skills.
  • Must be able to lift up to 70 pounds.
  • Prior experience maintaining major manufacturers’ fire alarm systems is preferred.
  • Able to proactively analyze a situation and to make frequent technical decisions based on specifications and electrical codes.
  • Must have knowledge of the occupational hazards of the electrical trade and related safety precautions and considerable skill in the installation, maintenance, and repair of electrical systems and equipment.
  • Knowledge in the discipline of operations and maintenance projects in an international environment preferred.
  • Ability to collect, analyze and summarize data and prepare daily reports and work orders.
  • Must have good organizational and communication skills and the ability to exercise sound judgment and make decisions independently.
  • Experience in an austere OCONUS environment with a with multi-cultural workforce.


  • Completion of an Electrical Apprentice program with a Journeyman certificate is preferred.
  • High school diploma or GED required.

Language Requirements:

  • Must be fluent in speaking, reading and writing English.
  • Must have excellent oral and written communication skills sufficient to effectively communicate with employees, management and the client.

Licenses & Certifications:

  • Must have a US state issued Journeyman electrical license.
  • Valid driver’s license from Home of Record.


  • Already possess a US Government issued Secret clearance or be able to obtain one prior to being hired is required for the position. Must maintain eligibility at the required certification or clearance level for the duration of the contract.
