Food Service Technical Supervisor

Food Operations Technical Supervisor (AN)

PAE is seeking a Food Operations Technical Supervisor for our Life Support Services contract in Iraq in support of the State Department.  The successful candidate will be responsible for overall management and accountability of Food Service related functions of large scale and multiple remote locations.  This position will report to the Program Manager and must be able to accomplish operational requirements in an environment that requires flexibility, adaptability and responsiveness to meet overall requirements on this contract.

•     Oversee technical aspects of Food Operations to ensure contract compliance and effectiveness.
•    Oversee activities related to procurement, storage, inventory, services provided and budget planning
•    Act as technical advisor in country regarding legal requirements, best practices, terms and conditions, and delivery schedules for Food Services. 
•    Contribute to the subcontract surveillance process, in coordination with the GSCM Subcontracts department and Subcontractor, to ensure subcontractor is meeting the deliverables of their contract and performing according to the terms of the agreement.
•    Analyze current processes and procedures to identify improvement areas, leading to elimination of non-value-added steps and the addition of value-added solutions.

Minimum Acceptable Experience Level: 
•    Minimum five (5) years of progressive professional experience in contract/subcontract food service administration or Life Support Services in large facilities with contingency operations

Knowledge, Skills, and Abilities: 
•    Ability to evaluate financial program effectiveness and develop strategic plans and financial control mechanisms and oversee multiple-line budget. 
•    Ability to collect, analyze and summarize data and prepare reports for internal and external use.
•    Advanced working and practical knowledge of all facets of food supply chain, sourcing, and supplier management. 
•    Advanced leadership, networking, and interpersonal skills with an ability to develop productive working relationships and work harmoniously with others. 
•    Advanced project management skills to properly plan, launch and execute projects. 
•    Proven, advanced organizational and planning skills in order to prioritize and balance multiple projects. 
•    Excellent written and verbal communications skills with an ability to communicate with a wide variety of levels and positions within the organization including VP and executive level. 
•    Proven advanced ability to make sound business judgments related to strategic supply philosophies and initiatives. 
•    Knowledge of contractual terms and conditions, and risk mitigation; familiarity with business law basics 
•    Excellent ability to handle multiple tasks and administrative details in a fast paced and constantly changing environment.
•    Experience working in Iraq with a working knowledge of customs and cultural differences preferred.
•    Department of State (DoS) experience preferred.

•    Bachelor’s Degree in Purchasing, Supply Chain Management, Business Administration, International Management, or six (6) years of relevant experience.

Licenses and Certifications:  
•    Certified Public Manager (CPM), Certified Federal Contracts Manager (CFCM), or equivalent preferred;
•    Certified Food and Beverage Executive (CFBE)
•     ServSafe certification (Lifetime).

Daily coordination with U.S. Embassy Logistics Management Center (LMC)

•    Security Vetting: United States Government Secret level clearance is required.
•    Language Skills: Superior English proficiency kills.
•    Citizenship: US citizenship is required because a US Secret level or higher clearance is required.
•    Medical: Must be able to successfully complete and pass the medical and dental examinations and maintain physical and dental requirements for the duration of the contract.

This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50- 55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
