GSCM Subcontract Administrator V

PAE is currently seeking a Subcontract Administrator V to support our Mission Support Group. Business Unit.  This position will be located in Northern Virginia. This individual is responsible for cradle to grave procurement support to include contributing to the development of the management strategies, assisting with the execution approach and coordinating the overall written procurement proposal plans and text, and price estimates for formal and informal proposal activities within the company.

Primary responsibilities include:

  • Reviews client solicitations received by company and provides recommendations regarding outsourcing requirements to Program and Capture teams.
  • Prepares solicitation documentation for complex acquisitions to include statements of work, terms and conditions, flow-down terms and conditions, bid or performance evaluation factors, and other measures incorporated into the Requests for Proposal as may be appropriate for the procurement. Interprets Supply Chain requirements for Proposal Management Team.
  • Serves as the focal point when bids are received, reviews both the technical and cost proposals.
  • Negotiate Subcontract Agreements, Teaming Agreements (TA), Consultant Agreements and Non-disclosure Agreements (NDA) with selected subcontractors, teammates, vendors and consultants.
  • Consults with PAE technical staff, and resolves matters of disagreement between PAE and the potential subcontractor.
  • Consults with company staff representing the legal, technical, financial, and managerial interests of the subcontract award and technical performance.
  • Ensures the receipt, accuracy and timeliness of subcontractor submitted documents relating to the subcontract deliverables as well as monitoring performance relative to timeliness, cost considerations, and technical objectives.
  • Prepares price and/or cost analyses using techniques other than adequate price competition.
  • Prepares  written  reports,  letters,  and  memoranda  required  for  internal  and external distribution.
  • Provides formal training, as required, to Subcontract Administrators, Procurement and Program personnel
  • Mentors the Subcontract Administrators and Buyers assigned to the team to include file review, on the job training, and overall program responsibilities.  May review the work of others and be able to detect errors or needed modifications.
  • Service as primary point of contact to Business Area Executive for GSCM
  • Responsible for day to day assignment and prioritization of team tasks.
  • Regularly interacts with other Procurement staff and functional peer groups such as Contracts, Finance, Business Development, suppliers and internal clients.
  • Represents procurement in interactions with senior management on a variety of subcontracting matters.
  • Works on assignments that are of high complexity where analysis of routine and non-routine data is required
  • Exercises a high degree of independent judgment in selecting methods and techniques for developing solutions


  • Bachelor's degree in related discipline
  • 10+ years of directly related experience in a government contracting environment preferred
  • Clearance: Secret or higher preferable
  • Requires comprehensive knowledge of government subcontracting, understanding of FAR requirements and applicable experience, as well as the ability to perform non routine job requirements within the scope of the position
  • Requires advanced knowledge of business principles such as Procurement, Business and Contract Law, Finance and Accounting
  • Requires strong oral and written communication skills
  • Requires a significant degree of analytical ability to understand and interpret complex data and solve complex problems
  • Detail oriented and organized; able to read and interpret analysis, subcontracts, task orders and other documents and ensure accuracy.
  • Specific Skills: Extensive experience with Microsoft Office software to include: Excel, Word, PowerPoint, Visio and Projects.  Costpoint experience is highly desired.
