ICITAP Bangladesh Strategic Communications Advisor

PAE is supporting the U.S. Department of Justice (DOJ) in providing specialized training, advisory and mentoring services to host nations under the Criminal Division’s International Criminal Investigative Training and Assistance Program (ICITAP).  https://www.justice.gov/criminal-icitap   ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  PAE is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

The incumbent will assist the Bangladesh Police in implementing a communications strategy for terrorism prevention and response, to include social media, media outlets, and community and private sector engagement. The community engagement program should increase their understanding of their respective community and build their capacity to communicate their mission and operations effectively with the public. Additionally, the program will build the relationship between Bangladeshi law enforcement and the media to increase transparency and improve accountability.

The Bangladesh Strategic Communications Advisor will work with senior police officials to utilize all available means to share information, strengthen public trust in police services, and support community relations activities. The incumbent will advise, mentor, and assist senior police officials in developing policies, procedures, and training capabilities. The incumbent will be expected to effectively communicate with various U.S. officials from the Department of Justice and Department of State to provide reports and guidance. Duties will also include leading working groups, developing reports and specialized papers, conducting briefings, active participation in advising officials through planning, phase assessment, and evaluation processes.

Minimum Requirements:

EDUCATION

-             Bachelor’s Degree or above in Public Affairs, Public Relations or Criminal Justice

PROFESSIONAL EXPERIENCE:

-             Minimum fifteen (15) years of progressive police leadership and command experience attaining a minimum rank of Lieutenant, or equivalent, including at least three (3) years of experience leading agency public relations, capitalizing the use of social media sources.

 EXPERIENCE:

-             Patient, flexible, yet results oriented

-             Work with large agency, or multiple agencies to achieve mutual goals

-             Authored news releases

-             Coordinated press conferences

-             News media interviews

-             Posting to Facebook and Twitter

-             Crisis Communications

-             Monitoring social media for public and media concerns

DESIRABLE COMMUNICATIONS EXPERIENCE:

-             Work in Counter-terrorism

-             Instructor or Trainer

-             Strategic communications planning & implementation

-             Community Engagement

-             Creating and Presenting Virtual Training

INTERNATIONAL EXPERIENCE:

  • Any experience training or advising international police officials, related to public affairs, community relations, or police command topics is desired.
  • In all cases, educational and senior management requirements may be substituted by additional years of law enforcement experience or overseas development experience.
