ICITAP Ukraine Maritime Export Control and Related Border Security Adviser

PAE is currently seeking a MARITIME EXPORT CONTROL AND RELATED BORDER SECURITY (EXBS) ADVISOR to join our team in Ukraine. This position under the direct management of an EXBS Project Coordinator aids in overseeing the development of the Ukrainian Maritime Border Guard (MBG) Service with organizational and management development, operational development, and other training needs as deemed necessary. Applicants should prepare to commit themselves to the project for a minimum of one (1) year period with >180 days per year in working in the country of Ukraine. 

This position is a part-time position and requires frequent travel to the Black Sea Ports, Ports in the Sea of Azov, and other areas on the Danube River.

Organization Overview

PAE is the prime contractor for the U.S. Department of Justice’s International Criminal Investigative Training Assistance Program (ICITAP) in Ukraine and has maintained a full-time presence in Ukraine since 2005 with the mission of developing capacities of multiple Ukrainian law enforcement agencies. Over the past decade, ICITAP has conducted more than twenty law enforcement projects in Ukraine. ICITAP has missions in 33 countries worldwide supporting law enforcement training and capacity building in Central America, Europe, Africa, the Middle East, and Pacific Asia.

Position Description:

  • Serve as the in-country maritime expert in Ukraine supporting the EXBS Project,
  • Develop maritime standard operating procedures for the Ukrainian MBG,        
  • Train the MBG on the use of small boats and small boat day and night operations,
  • Serve as a subject matter expert on both outboard motors and inboard/jet drive diesel operations,
  • Develops necessary lesson plans and can instruct MBG in maritime operations and search and rescue operations,
  • Work closely with the U.S. Embassy's Ukraine EXBS team to optimize maritime assistance to the MBG,
  • Travel for extended periods to the Black Sea and Azov ports, and other areas on the Danube River
  • Part-time presence at the construction site with occasional travel to Kyiv.

Position Requirements

  • Minimum 10+ years of USCG active duty service
  • 5+ years USCG Coxswain qualification
  • Licensed Merchant Mariner (100-ton minimum)
  • Hold international recognized Train-the-Trainer certification
  • Current or recent USCG National Maritime Center Instructor Certification 
  • STCW-95 Endorsement
  • Translator Experienced.  Both simultaneous and consecutive (alongside) a translator 
  • Experience in curriculum development
  • Experience in developing maritime vessel preventative maintenance system programs
  • Experience working independently in remote locations with minimal support.
  • Microsoft Office proficiency
  • Excellent oral and written skill
  • Proven maritime training experience OCONUS
