Legislative Reform Specialist _ Ukraine

In support of the US Government’s Department of Defense (DOD) Threat Reduction Agency’s (DTRA) Cooperative Threat Reduction (CTR) Biological Threat Reduction Program (BTRP). PAE is currently seeking a qualified candidate to serve as the BTRP Ukraine project Legislative Reform Specialist. The Legislative Reform Specialist assists the Technical Assistance Manager (TAM) with legal and regulatory engagement for the BTRP project for Countering Especially Dangerous Pathogen Threats in Ukraine. The Legislative Reform Specialist analyzes existing and emerging policies impacting programmatic efforts and develops reform recommendations that harmonize Ukrainian Biological Safety and Security legislation with international standards. The duties and responsibilities listed herein are representative of the nature and level of work assigned and are not necessarily all-inclusive. The Legislative Reform Specialist works closely with the project team, reports directly to TAM.


  • Provide legal regulatory counsel with respect to passage and implementation of public health, biorisk/ biosafety, especially dangerous pathogen legislative changes, and related areas
  • Review and advise on the implementation of suggested legislative reform
  • Analyze legal and regulatory reform for biological activities and facilities located throughout Ukraine.
  • Conduct legislative analysis and dialogue on Biorisk Management and Biosurveillance related reform. Recommend legislative changes to enhance Biosafety and Security in Ukraine.
  • Help strengthen engagement between stakeholders and key government agencies.

  • Demonstrated ability to develop solutions to problems of unusual complexity which require a high degree of ingenuity, creativity, and innovativeness
  • Proficient computer skills, including Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint)

Required Qualifications

  • Master’s degree in Public Health, or Law
  • Experience in the passage and/or implementation of public health or health related legislation
  • Demonstrated experience successfully developing or reforming policies, regulations governing healthcare, biological laboratories, biological science, or related fields.
  • Experience in training, advocacy, and/or workgroup facilitation.
  • Working knowledge of English.
    • Preferred: Professional Ukrainian language skills.
