Program Manager - Personnel Security

This Program Manager position is responsible for ensuring the successful execution of a contract providing personnel security services for a federal client.  This contract has 40+ personnel mostly located in Washington, DC with a portion dispersed throughout government facilities nationwide.  Duties may include, but are not limited to:

  • Serves as the Key contract manager, and shall be authorized to interface with the Government Contracting Officer (CO), the Contracting Officer’s Representative (COR), government management personnel and customer agency representatives.
  • Sole responsibility of maintaining high customer satisfaction. 
  • Responsible for formulating and enforcing work standards; assigning Contractor schedules; reviewing work discrepancies; supervising Contractor personnel; assisting in task performance; preparing, reviewing and submitting required reports and communicating policies, purpose and goals of the organization to subordinates.
  • Shall be responsible for the overall contract performance and quality assurance.
  • Responsible for all aspects of project performance (i.e. technical, contractual, administrative, financial, etc.), including supervision of contract personnel in all aspects of project activity.
  • Exercise oversight of all facets of the contract to include interfacing with the Contracting Officer (CO), Contracting Officer's Technical Representative (COTR) and key members of the COTR's staff.
  • Must collaborate with PAE corporate functional support staff e.g., Contracts Manager, Project Control Officer, Human Recourses, Corporate Directors, Vice Presidents, Presidents, and Chief Officers. 
  • Collaborate with corporate functional support staff for answers and guidance to manage the programs effectively. 
  • Processing of corporate time and attendance reports; local and bureau-wide travel; and administrative pay benefits issue(s).
  • Ensure that suspense requirements are met and that products and support services are in accordance with contractual requirements.
  • Responsible for oversight and evaluation of performance of the contractor personnel, and for the recruitment, screening, selection and placement
  • Interface effectively with customers and deliver quality products and program/project conclusions on time and within budget.
  • Plan, organize, coordinate and administer work assignments set forth in delivery orders, and ensure that all reports are prepared and submitted as required.
  • Review, evaluate and adjudicate reports of investigation, personnel files, and other records to determine whether to grant, deny, revoke, suspend or restrict security clearances consistent with suitability issues
  • Written and oral communications skills commensurate with a supervisory management position.
  • Deal effectively with individuals at all organization and management levels both within and external to the client agency
  • Manage the contractor personnel assigned to several different program office(s). 
  • Responsible for oversight and evaluation of performance of the contractor personnel, and for the recruitment, screening, selection and placement of contractor personnel.


Required Qualification

  • The minimum experience and education requirements for this position are:
    • The position requires a minimum of a Bachelor’s Degree with a preference in Business or Security Administration
    • Must have a minimum of four (4) years of experience in a lead or supervisory role
  • Must have prior security and or suitability adjudication experience in various government systems regulations and directives, to include Electronic Questionnaire for Investigation Processing (e-QIP) & National Crime and Information Center (NCIC).
  • Must demonstrate a proficiency in various types of information technology resources such as Microsoft Office including MS Word, Access, Excel, and PowerPoint. 
  • Must be adept in the operation and utilization of contemporary office machines (i.e. copying equipment, fax machines, scanner, etc.) and proficient in searching and obtaining documents from the internet. 
  • Position requires 10% travel.
  • All applicants must be able to obtain a government security clearance; position requires U.S. citizenship.


Preferred Qualifications

  • Experience in managing large scope, multiple location, Federal Government contracts.
  • Bachelor’s or Master’s degree in Business Management
  • Knowledge of the DHS community
