Program Senior Liaison to Afghan National Defense Security Forces

Position Title: Program Liaison to Afghan Security Forces

Reports To: Program Manager

Overall objectives:

Reports directly to the Program Manager.  Supervises two Expat International Staff (one Army; one Police) and five Afghan Liaison Officers.  Coordinates daily with the NMS Senior Advisor for Afghanistan Operations; ANA/ANP Project Management Offices; Training Director; and Director of Readiness (MTOC) to maintain proficiency of NMS operations, issues and initiatives as well as the readiness status of the Afghan National Defense Security Forces (ANDSF).  Facilitates communications and reporting of timely / accurate NMS information to Afghan counterparts to inform strategic and operational level decision-making.

Success of the National Maintenance Strategy Program requires effective strategic communications expressing clear, consistent and compelling narrative with senior Ministry Officials that secure and strengthen partnership with PAE to support the development of self-sustaining Afghan Security Forces. 

The primary function of the NMS Program Senior Liaison is to leverage all available resources to strengthen the connective tissue between organizations whose mission it is to logistically support a ready Army/Police.  Specifically, to identify points of friction, solve problems, deliver solutions and enhance communications at multiple echelons throughout the Army/Police to get things done.  Be capable of assessing the following areas; figuring out the ‘why’; and fixing the problem:

  • When the right parts aren’t being delivered from the Central to Forward Depots and beyond…
  • When the vehicle recovery and mobile repair teams aren’t trained/employed…
  • When units aren’t properly equipped to Tashkil and are not properly disposing equipment…
  • When Corps’ / Zone logistics capabilities aren’t employable at the point of need…
  • When Corps’ / Zones aren’t implementing Ministry ciphers, decrees and logistics policies…

    Other responsibilities include:

  • Conduct liaison activities with National-level logistics organizations described above resulting in continuous process improvement of ANDSF sustainment functions (supply, maintenance and distribution)
  • Assess, develop and improve logistics information reporting systems and processes to inform strategic/operational decision-making geared toward improved ANDSF readiness
  • Frequent meeting coordination and travel to/from MoD/MoI logistics organizations
  • Prepare formal assessments and recommendations (papers/memos/briefings) that accurately and succinctly identify core challenges and solutions for improved ANDSF readiness
  • Demonstrate expert proficiency in the MoD’s Logistics & Maintenance Decree’s, systems and processes
  • Implement the PM’s Strategic Communications Plans in coordination with PM; Senior Advisor, Afghan Operations; and PMO Staff that identify core gaps constraining the ANDSF from achieving self-reliance
  • Identify logistics points of friction and quickly resolve issues to improve ANDSF readiness

    Qualifications:

  • Minimum 15 years work experience in maintenance, logistics, warehousing, or distribution management positions, to include managing personnel.
  • Understanding of and experience with military logistics and sustainment programs from either a technical or programmatic perspective.
  • Ability to effectively communicate the results of the studies and analyses to sponsoring senior Coalition and ANA officials through written reports, briefings, and oral presentations
  • Capability to be effective in a complex strategic environment through influence and interaction
  • Strong analytical skills using appropriate quantitative and qualitative tools and methods.
  • Proficiency in MS Office packages Excel, Word, Outlook, and PowerPoint.
  • Experience in successfully managing a multi-national workforce.
  • Experience utilizing a variety of information systems to manage a large, national maintenance program effectively.
  • Ability to collect, analyze and summarize data and to prepare clear and concise reports.
  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time. and rapidly adapting to changing priorities and schedules.
  • Excellent organizational and time management skills.
  • Language skills: Strong, professional, oral and written English communication skills.
  • Satisfactory completion of a pre-employment screening process, which includes drug testing, physical examination, and background check.

    Work Environment

  • The full-time work location for this position is Afghanistan; an austere and hostile environment.
  • Minimum work hours are 9 hours a day, 6 days a week. Work may include nights and weekends (Friday) on short notice.
  • Able to walk/stand on level or inclined surfaces for prolonged periods per day, sit for prolonged periods per day, and climb/descend stairs or rough terrain.
  • Must be willing and able to perform physical activities including but not limited to heavy lifting of up to 40lbs; climbing in and out of equipment; crawling; and working outdoors.
  • Able to routinely grasp or handle objects, use finger dexterity, bend elbows/knees, and reach above/below shoulders. Able to communicate by voice and detect sound by ear.
  • While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment - temperatures can reach 49 °C (120 °F) during summer, and as low as -9 °C (15 °F) during winter.
  • May be exposed to extreme noise from acts of aggression.
