Quality Assurance and Control Manager

Report To: Deputy Chief of Team – Logistics

PAE is currently seeking a qualified candidate to serve as the Quality Assurance and Quality Control Manager (QA/QC Manager). This individual will be responsible for managing continual process improvement, quality assurance, quality control, and safety tied to construction and personnel on a Corrections System Support Program (CSSP). Potential applicants must be willing to live and work in Kabul, Afghanistan for the period of performance. The duties and responsibilities listed herein are representative of the nature and level of work assigned and are not necessarily all inclusive.


  • Develops and implements the qualitative and quantitative metrics program to objectively and empirically evaluate project progress against benchmarks and deliverables.
  • Creates, supervises, and maintains Quality Management policies and procedures by project standard requirements.
  • Defines inspection procedures for all areas of the contract. Maintains an audit schedule, and performs audits of procedures, reporting requirements, plans, programs and records.
  • Leads workplace safety through prevention, instruction, and random inspection.
  • Monitors prime and subcontract actions for contract compliance, monitors risk and contributes suggestions for risk mitigation
  • Works closely with Functional Area Managers to perform quality assessments.
  • Facilitates a culture of continuous process improvement among management team, providing resources and collaborating to implement processes that are streamlined and compliant
  • Records data and analyzes performance criteria, and reports on compliance to customer contract and QMS standards and requirements.
  • Tracks deficiencies and works with management to define corrective action plans and close out deficiencies.
  • Prepares and provides high-quality reports to management and customer on a weekly, monthly, and quarterly basis.
  • Ensures quality-related training is provided to PAE employees.


  • Total Quality Management, training or certifications (ISO, CQM, Six Sigma) ASQ preferred.
  • ESH (OSHA 30 Hr. certification(s) preferred), Operations and Management (O&M), Food Service (ServSafe certification preferred) and Fuel Management experience preferred.
  • Must have the ability to understand and formulate statements of work, develop policies and procedures. Able to prepare business documents and reports, technical proposals and requirement documents.
  • Knowledge of building codes and engineering or architecture is required
  • Must be organized, meticulous, and analytical
  • Experience with logistics contingency support, life cycle logistics is preferred
  • Familiarity with Government contracts including an understanding of FAR is preferred
  • Ability to become an active and functioning member of a team.
  • Strong candidates will have demonstrated experience working in a culturally diverse workforce
  • Regional experience/experience working in an austere setting highly preferred
  • Ability to work independently and as part of a team
  • Must be able to work effectively under stress and pressure
  • Ability to manage workloads effectively and prioritize tasks based on considerations of safety and mission importance
  • Must have good relationship with subordinates, co-workers, supervisor, and other departments
  • Demonstrated ability to develop solutions to problems of unusual complexity which require a high degree of ingenuity, creativity, and innovativeness
  • Proficient computer skills, including Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint)


  • Education: Bachelor’s degree preferred but not required. Qualified candidates should have appropriate licenses, certifications, and registrations recognized in this field, such as those offered by The American Society for Quality.
  • Experience: Minimum of five (5) years of relevant experience working on projects of similar size and scope. This includes work overseas and experience performing in a QA/QC role on construction contracts.
  • Security Vetting: Must be able to qualify for an MRPT (Moderate Risk for Public Trust) security vetting designation. Must maintain eligibility at the required security level for the duration of the contract.
  • Language Skills: Must be able to communicate effectively in English, both orally and in writing, with all levels of employees and vendors.
  • Citizenship: U.S. Citizenship is required for this position
  • Medical: Favorable passage of a drug screen and physical examination
