Safety Manager

Performance Location: The individual filling this position will be supporting PAE on a contract for the US Department of State and working at the US Embassy in Kabul, Afghanistan.  Periodic travel with extended overnight stays may be required while working on projects and other locations in Afghanistan.   Percentage of travel will vary significantly but on average is expected to be less than 10% of the total time.

Working Environment: The candidate will work on construction and maintenance sites including exposure to the dangers inherent with traveling to and working on such sites.

Work Schedule: This position works ten hours/day six days a week minimum and is on call on as required to respond to off hours operational issues.

Major Duties and Responsibilities:

  • Provide site safety leadership, ensure program compliance with corporate and Embassy/DOS safety standards, implement safety directives and ensure program safety policies and procedures are aligned with governmental regulations and contractual requirements.
  • Lead safety program(s) for the Kabul Embassy campus and off-site locations (currently Camp Sullivan and Camp Alvarado) with the assistance of on-site TCN safety technicians.
  • Identify best practices and lead continuous improvement initiatives to reduce work process risks, raise safety awareness, and improve safe work practices.
  • Facilitate a work environment that supports a safe and healthy culture.
  • Conduct and coordinate worker training in areas such as safety laws and regulations, hazardous condition monitoring, and use of safety equipment.
  • Provide staff training for equipment used in routine operations including forklifts, lulls, telescoping lifts, etc. 
  • Perform safety audits and inspect task orders and projects, machinery, and safety equipment to identify and correct potential hazards, and to ensure safety regulation compliance.
  • Investigate accidents, near-miss incidents, and occupational injuries to determine causes, install preventive measures, and manage return-to-work activities.
  • Provide technical advice, coaching, guidance, and mentoring to employees on safety initiatives and necessary changes.
  • Develop, update and maintain USG and corporate safety related reporting.
  • Coordinate employee safety programs to determine their adequacy including review of short and long term strategic safety planning and development.
  • Order and maintain facility safety inventory including supplies and equipment.
  • Perform other duties as assigned.

Minimum Acceptable Experience and Qualification Levels:

  • At least 5 years’ experience leading large safety programs with 300 to 500 multinational staff in an austere multi-building campus environment. 
  • Prior experience with on DOS programs and knowledge of the SHEM requirements and reporting is highly preferred.
  • Thorough knowledge of applicable regulations (OSHA, ANSI, NFPA, EM385-1-1) is required.
  • At least two years’ experience in conducting safety audits, inspections, investigations and implementing continuous improvement practices.
  • Well-developed communication and team negotiation skills are required.
  • Proficiency using Microsoft Office applications including Word, PowerPoint and Excel is required.

Education and Certifications:

  • Successful completion of a four-year curriculum from an accredited college or university leading to a Bachelor’s degree in Public Safety, Industrial Safety, Industrial Hygiene or equivalent/related field experience.
  • Certified OSHA #501 Trainer Course in OSHA Standards for General Industry is required. 
  • Current OSHA 30 Hour Construction, OSHA 30 Hour General Industry, HAZWOPER 40 Hour, EM385-1-1 certifications.

Language Requirements:

  • Must be fluent in speaking, reading and writing English.
  • Must have excellent oral and written communication skills sufficient to effectively communicate with employees, management and the client.

Clearance:  Must be a U.S. citizen and hold an active Secret clearance.
