Secured Procurement Specialist

Reports to:   PAE – AEK Project Manager.  This position also coordinates closely with the PAE corporate procurement team in the Dubai and Virginia corporate offices.

Performance Location: The individual filling this position will be supporting PAE on a contract for the US Department of State and working at the US Embassy in Kabul, Afghanistan. Periodic travel with extended overnight stays may be required while working on projects at other locations in Afghanistan.   Percentage of travel will vary significantly but on average is expected to be less than 10% of the total time.

Working Environment:  The candidate will work in a traditional office setting as well as construction and maintenance sites including exposure to the dangers inherent with traveling to and working on such sites.

Work Schedule: This position works ten hours/day six days a week minimum. The candidate is on-call 24/7 and must be willing to respond quickly to afterhours call outs and emergencies. 

Major Duties and Responsibilities:

Provide a full range of procurement services including, but not limited to:

  • Provide procurement services related to the acquisition of materials and equipment required for performance on a USG Operations and Maintenance contract including secured purchases for USG CAA facilities and projects.
  • Provide reporting to management for procurement related activities.
  • Prepare purchase orders and related documentation for secured purchases via the  USG ILMS system.
  • Develop, update and maintain procurement databases.
  • Other duties assigned by Management to include closing of work orders in the GMMS system. 

Minimum Acceptable Experience and Qualification Levels:

The Procurement Specialist shall have the following experience for this position:

  • Procurement and logistics management experience with USG contracts in austere locations.
  • Experience with USG ILMS procurement system is preferred.
  • Experience with GMMS is preferred.
  • Good working knowledge and understanding of US Department of State and US Department of Defense FAR, DFAR and procurement policy and procedures.
  • Ability to multitask and work independently with precise detail and follow up reporting.
  • Demonstrated leadership and people skills.
  • Experience with distribution systems in austere environments and for the US DOS.
  • Proficient in Microsoft Office software, especially Excel.
  • Costpoint and Maximo experience is preferred.
  • Previous supervisory experience in an OCONUS environment with a multi-national workforce.
  • Good organizational and communication skills with the ability to exercise sound judgment and make decisions independently.


  • High school diploma or GED required.

Language Requirement:

  • Must be fluent in speaking, reading and writing English.
  • Must have excellent oral and written communication skills sufficient to effectively communicate with employees, management and the client.

Licenses and Certifications:

Citizenship:  US Citizenship is required for this position.

Clearance:  Must have an active Top Secret security clearance.
