Senior Proposal Writer

The Sr. Proposal Writer engages with the capture team to gather information and participate in solution development. The proposal writer is responsible for written proposal responses as well as electronic submissions. The primary job function for this position is to research/collaborate with PAE personnel on the most effective way to present proposed approaches and solutions to include producing outlines and contributing to the content design of proposal sections. This is a full-time, exempt position reporting directly to the Lead Tech Writer.

Duties include but are not limited to the following:

  • Reads and reviews requests for proposals (RFPs) in accordance with Proposal Management processes and procedures
  • Conducts research if needed on RFP technical/functional areas to gain better understanding of material to be written
  • Works closely with technical staff to translate technical concepts into compelling written and graphic materials understandable by a wide audience;
  • Performs research to gain additional insight into effort being proposed.
  • Ensure writing is compliant with the compliance matrix and proposal instructions.
  • Collaborates with other professionals (proposal managers, capture managers and subject matter experts (SMEs) to gather information to obtain the necessary information to clearly articulate through writing a winning strategy, compelling solutions, and substantiated themes
  • Integrates color team review comments from multiple sources into a cohesive, easy-to-read, and persuasive final product
  • Assisting the Manager of Proposal Writing and Sr. Proposal Manager in managing the Past Performance library


  • Bachelor’s degree required.
  • Secret Clearance, Top Secret Clearance preferred
  • 5 years of federal government work experience with at least 3 years of experience in writing proposals for Government organizations or Government contracting organizations.
  • Experience working with government solicitations to include requests for information, sources sought notices and market survey/market research
  • Excellent administrative and communication skills.
  • Experience working in cross-cultural environments.
  • Knowledge of current proposal writing trends and international best practices.
  • Demonstrable knowledge of proposal writing in an international setting, preferred.
  • APMP certification (or in process) or understanding of APMP standards and best practices is a plus


  • Excellent communication skills. Ability to communicate clearly and effectively verbally and in writing with staff at all levels of the organization.
  • Strong attention to detail with ability to proofread and edit well
  • Familiarity with SharePoint document repository
  • Excellent computer skills in using Microsoft Word, Excel and PowerPoint.
  • Ability to build effective working relationships in-person and remotely.
  • Ability to analyze complex situations and problems and identify an appropriate response to them.
  • Experience with coordinating tasks, and following tasks and projects through completion
  • Experience with Microsoft Office (Word, Excel, PowerPoint and Visio)
  • Ability to design and maintain document templates and document lifecycles
