Subcontracts Administrator III (ICITAP)

PAE is currently seeking a Subcontracts Administrator to support the ICITAP (International Criminal Investigative Training Assistance Program).  This position will be located in the Arlington Virginia (Courthouse) office of PAE. This individual will be responsible for cradle to grave subcontracts support to include contributing to the development of the management strategies, assisting with the execution approach, and life cycle management of a variety of different subcontracts.

Job Responsibilities and Duties

  • Under minimal supervision, responsible for preparation and administration of subcontracts, task orders and subsequent amendments. Typical subcontract types under the ICITAP prime contract will consist of labor type subcontracts, lease agreements, independent Consultants Agreements and varies other subcontract types that may be typical of a training/ mentorship type prime contract.
  • Maintain a working knowledge of Federal Acquisition Regulations and standard commercial procurement practices
  • Review purchase requisitions for clarity, compliance, detail, completeness, and obtain additional information considered necessary.
  • Develop sourcing lists for various services to support the development of requests for information (RFIs), quotations (RFQs), proposals (RFPs) and invitations to bid and interviews potential suppliers.
  • Review solicitation responses and perform relevant analyses to include price and cost, ensure conformity to Statement of Work, delivery terms, payment terms, and other terms and conditions of the procurement.
  • Negotiate aspects of the procurement to include price, payment and delivery terms, quality requirements, and other factors with suppliers to achieve the best value procurement possible.
  • Generate Purchase Orders/ Subcontracts
  • Prepare and maintain complete Purchase Order/ Subcontracts in accordance with Federal Acquisition policies, Corporate Procurement guidance, and other applicable references to ensure compliance throughout the procurement cycle.
  • Procure using streamlined acquisition methods such as purchase card transactions
  • Actively manage the procurement process from order placement through receipt of services and subsequent payment of invoices.  Consult with PAE technical staff, and resolves matters of disagreement between PAE and the potential subcontractor.
  • Actively manage supplier performance through consistent communication to ensure proper adherence to purchase order terms and conditions. Focus on Day-One-Readiness activities to ensure effective transitions from proposals to operational performance.
  • Participate in the invoice approval process to ensure that supplier invoices are in accordance with purchase order terms and conditions and resolve issues as necessary.
  • Prepares and disseminates information regarding subcontract status, compliance, modification, deviation, negotiation and termination.  
  • May be assigned higher value tasks with oversight from more senior level staff.
  • Works on assignments that are of high complexity where analysis of routine and non-routine data is required.
  • Exercises a high degree of independent judgment in selecting methods and techniques for developing solutions.
  • Requires a significant degree of analytical ability to understand and interpret complex data and solve complex problems.
  • Detail oriented and possess the ability to read, understand and develop subcontracts, task orders and other documents with a high degree of accuracy.

Qualifications and Experience

  • 5 - 10 years of experience in Business Administration or a related discipline is required
  • Strong working knowledge and experience administering government contracts/subcontracts with FAR regulations
  • Extensive experience directly managing various contract (Fixed, T&M, Cost Reimbursable, etc.) types
  • Previous US government contract experience
  • Must be willing to travel internationally.

Education and Computer Skills

  • Bachelor's degree in Business Administration or related field, or equivalent experience
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint, Visio and Projects)
  • Costpoint experience is highly desired
