Subcontracts Program Manager

PAE Government Services, Inc.’s International Logistics & Stability Operations (ILSO) business unit currently seeks Subcontracts Program Manager candidates to lead the subcontractor program management effort for our Iraq Fuel Programs.  The ideal candidate will be expected to monitor subcontractor performance to scope of work requirements and to take ownership of the subcontracts in his or her portfolio.  The ideal candidate will be expected to:

  • Directs and manages all cost, schedule and technical performance requirements that are levied on the subcontractor or suppliers and is required to ensure performance and support of the sub contract milestones and deliverables for services and constructions subcontracts as well as recurring material deliveries.
  • Develops and manages project plans necessary to ensure program success.
  • Vision to see total scope of Program progress and able to move the subcontractor along as necessary to keep progress moving.
  • Technically astute to effectively interface with supplier, program office (management, procurement, and finance), customer, etc.
  • This role focuses on the management of the subcontractor versus the management of the subcontract from design through deliverables, ensuring maximum supplier involvement from project launch, through transition to completion.
  • Role will report subcontractor and subcontractor deficiencies in performance of requirements of subcontract and provide necessary support documentation to procurement and program management for deficiency reports, corrective action requirements, and letters of concern and cure notices.
  • Specific tasks associated include ensuring compliance with customer flow-down requirements (offset, FAR, TINA, FCPA,  quality, prime contract and subcontract terms and conditions, etc.) ensuring success of the overall program sourcing strategy.
  • Work with program leads and procurement to select sources of supply based on ability to deliver a product/service that meets Quality/Cost/Schedule requirements in line with the overall program strategy.
  • Leads technical review of proposal responses and prepares team (procurement, technical, quality) to audit potential suppliers.
  • Develops with support of program team, required Statements of Work (SOW) and Performance Work Schedules (PWS) or Performance Based Speciation’s (PBS) on which awards will be based.
  • Strong supplier development and relationship modeling expertise is required to ensure contractual requirements are met and to support growth of the business relationship between PAE and the subcontractor.
  • Ensure smooth flow of supply chain processes and complete alignment supplier through customer
  • Will be required to understand critical paths of Prime Contract and Task Order (proposal stage, pending win, win, development, test, transition, and completion/delivery), including supplier dependencies and new program awards.
  • Establishes Risk Management Plan with the Program Manager and Supply base to identify and mitigate risks on a real time basis.
  • Manage Subcontractor performance for conformance to original proposal.
  • Responsible for conformance to scope of work and adherence to requirements of all subcontract products and services on assigned program. This includes managing obsolete parts, production, and on-time delivery. May be responsible for product and service roadmap for future subcontracted product features/enhancements.
  • May provide work leadership for lower level employees.
  • Make supplier visits as required to insure support of program and customer requirements and schedules.
  • Manages subordinate teams or directly oversees major subcontractors or major critical subcontracted systems.
  • Acts as the main focal point to the subcontractor; briefs program, executive management, customer and procurement/subcontracts on the status and issues affecting performance or cost.
  • Conducts program reviews with the subcontractor and program office.
  • Makes decisions affecting the performance of the subcontractor. Establishes milestone objectives and manages performance to committed schedules and contractual specifications.
  • Charged with building and maintaining relationship with second level program management and having cognizance over the program’s portfolio.
  • Responsible for managing subcontractor performance on subcontracts which are of moderate risk or complexity or portions of larger programs.

Qualifications/Requirement

  • Bachelor's degree in appropriate discipline, and eight years of related experience, or, in the absence of a bachelor's degree, fourteen years of related experience.
  • Previous experience in subcontract program management
  • Demonstrated ability to develop solutions to problems of unusual complexity which require a high degree of ingenuity, creativity, and innovativeness
  • Excellent communications skills at all levels of the organization and within an international working environment. Ability to interface at all levels is key; Major support activities with program management, customer response, engineering, quality, logistics and procurement.
  • Desire to work in a collaborative environment.
  • Proficient in the development and tracking of internal metrics
  • Ability to exercise independent judgment in methods, techniques and evaluation criteria for obtaining results
  • Demonstrated capacity to develop advanced concepts, techniques and standards
  • Experience developing new applications based on professional principles and theories as well as developing new supply sources where needed
  • Able to live and work in austere environments and under very little supervision
  • Ability to be medically cleared to serve on contract
  • Ability to obtain a DoD Secret Clearance or Moderate Risk Public Trust (MRPT).
  • Fluent speaker and writer of English
  • Proficient in Microsoft Office software including Excel, Word, PowerPoint, etc.

Preferred Qualifications

  • Previous experience working for PAE and knowledge of PAE internal processes.
  • Experience with complex negotiations and closing on competitive prices benefitting PAE.
  • Ability to speak, read, and translate Arabic to English.
  • Knowledge of the various types of fuel (SFD, MUM, JP8) and fuel price indices (PLATTS, OPDC, etc.).
  • Experience supporting programs in austere environments such as Iraq, Afghanistan, and Syria.
  • Active DoD Secret Clearance or MRPT
