Sustainment and Training Manager

Job Title:  Sustainment and Training Manager


The Defense Threat Reduction Agency’s (DTRA) Cooperative Threat Reduction (CTR) Program partners with willing countries to reduce the threat from Weapons of Mass Destruction (WMD) and related materials, technologies, facilities, and expertise.  The Sustainment and Training Manager is responsible for PAE’s day-to-day implementation of sustainment, training, maintenance, and property management operations in support of DTRA’s CTR Program. 

The CTR Program focuses on eliminating, securing, or consolidating WMD, related materials, and associated delivery systems and infrastructure at their source in partner nations (PN). The CTR Program also focuses on building partner capacity (BPC) to prevent the proliferation of WMD materials in transit across international borders as well as mitigate to develop, deliver and build capacity and capabilities with PNs under the risk of outbreaks of diseases of security concern.  This work is implemented as task orders (TOs) under the CTR Integrating Contract (CTRIC) IDIQ. 

The Sustainment and Training Manager is responsible for all aspects of training and sustainment requirements to ensure project success, development of similar capabilities and capacities with the PN(s), and eventual transition of all training and sustainment responsibilities to the PN(s). 

The Sustainment and Training Manager reports to PAE’s CTRIC Program Manager (PM) with dotted lines to the TO Managers (PjM), working with the project teams on a day-to-day basis for TO implementation and taking strategic direction from the CTRIC PM.


  • Plans, manages, successfully implements training, maintenance, warranty support and sustainment of equipment, facilities, systems, and capabilities delivered to PNs
  • Develops and implements sustainment and training approaches in accordance with corporate and program policies and procedures, tailoring them to the requirements specific to the CTRIC Program and individual TOs.
  • Coordinates training, supply, and maintenance activities to ensure equipment readiness.
  • Completes tasks in assigned program area including technical work, individual and collective training, maintenance, and budget activities.
  • Communicates with PAE’s PM and PjMs on status of the training and sustainment areas, ensuring issues are identified early, and risk mitigation principles are instituted. 
  • Maintains equipment lists and maintenance / warranty records.
  • Coordinates with PAE and PN project teams to ensure scheduled maintenance of equipment aligns with and supports project implementation and training requirements.
  • Supervises inventories and security of storage facilities and equipment.
  • Provision planning for all PAE TOs
  • Provides technical, administrative, and operational leadership to assigned task(s).
  • Attends customer meetings and may serve as primary client liaison for assigned task areas.
  • Ensures quality assurance of project deliverables.
  • Uses project management tools to produce schedules, monitor workloads and resources.
  • Participates in the development of technical project plans, proposals, reports, and task order and administrative reporting.
  • Responsible for development and timely submittal of all plans and deliverables related to Training and Sustainment. 
  • Maintains consolidated records of maintenance and training. Provides required program reports, CDRLs, and other deliverables as specified in the PWS/SOW/SOO.
  • Prepares and provides reports and technical reviews.
  • Ensures compliance with relevant corporate and government policies and standards.
  • Adheres to ethical, behavioral and professional standards at all times, and insists all employees do the same.
  • Supervises assigned staff.
  • Monitors working conditions and safety of employees and customers.


Bachelor’s degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.


  • Prior international work experience that involved living in a foreign country
  • Prior work involving coordination of activities with foreign governments
  • Demonstrated experience with building partnership capacity (BPC) programs
  • Demonstrated experience related to spares and provision planning and management
  • Significant experience in adult training
  • Demonstrated experience developing & implementing holistic approaches to sustainment of systems through study of its components and their interaction


  • Prior experience supporting the CTR Program
  • Involvement in training which culminates in design and implementation of capstone tabletop and field exercises
  • Advanced knowledge of the principles, methods, processes, and applicable regulations involved in sustaining military operations, train-the-trainer, instructor development
