VP Planning and Operations

This PMO/OSO-level management position is responsible for the supervision and management of all OSO operations, transition-in and transition-out activities associated with the contract as well other planning activities required to oversee all PMO/OSO activities. This position also acts as the deputy to the program manager. This positions also oversees all senior planners and planners. Through their oversight people in this position ensure the transition requirements are successfully accomplished. They organize corporate functions required to complete transition tasks and provide constant interface with the USG to track transition progress. Their staff performs items such as (1) the development and submission of the Transition In Plan and/or Transition Out Plan, (2) the initial inventory and technical inspections IAW AR 71-32, AR 710-2, DA PAM 710-2-1, and AR 735-5, and (3) preventive maintenance and unscheduled work order transition.

Education: 

  • This position requires a bachelor's degree from an accredited university.

Licenses/Certifications: 

  • Person with a current Project Management Professional (PMP) certification from the Project Management Institute or other similar certification will be given preference.

Experience: 

  • This position requires extensive experience (15+ years) in managing contract transitions at military sites of similar scope and size.

Other Qualifications: 

  • Must be able to function in an office setting, answer the phone, use office equipment, etc. 
  • Must possess strong management/negotiation skills.
  • Must have a thorough understanding of contract deliverable requirements.
  • Ability to evaluate financial program effectiveness; develop/maintain effective financial control mechanisms, and prepare, justify, and administer a budget
  • Experience developing briefings and presenting points of
    view in order to persuade, influence and/or obtain decisions on issues
  • Ability to collect, analyze and summarize data and to prepare clear and concise reports
  • Exercise sound judgment and make decisions independently
  • Excellent organizational and time management skills, with the ability to handle multiple tasks and administrative details in a fast paced and constantly changing environment
  • Computer skills, specifically in use of Microsoft Word and Excel
  • Must have the ability to be innovative and be an agent for change

  • Master’s Degree

Clearance Required: Top Secret

Be able to pass background checks to obtain a United States Government Security Clearance - As Required.

PHYSICAL DEMANDS AND ENVIRONMENTAL CONDITIONS:

Normal office environment on daily basis.  May deploy as needed to other site locations such as Soto Cano Air Base, Honduras.

This position may deploy on TDY basis to an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere environment. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy other sites as required for extended periods. Employees must be willing and able to perform physical activities including climbing in and out of equipment and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
