WHITE CELL MANAGER (Operational Position)

The White Cell Manager (WCM) leads a dynamic team focused on conducting DoD Red Team assessments. The WCM reports to the contract Program Manager and provides support to the US GOV Team Chief, Deputy Chief, Senior Operations Manager; and Government Program Manager, as well as works in partnership as part of the PAE Management Team.  The WCM has direct supervisory responsibilities for all contractor personnel within the White Cell. The WCM shall review, fundamental concepts, practices, and procedures of the While Cell Contractor Support. The WCM supports assessment planning operations to ensure the level of effort is appropriate by assigning Mission Support Section personnel as necessary, establishing timelines, and review of all operational products prior to execution and to ensure the US GOV executes assessments within operations restrictions and that they are safe and secure.

Responsibilities/Tasks

The White Cell Manager shall:

• Tracks development of assessment plans, policies, and procedures, including Memorandums of Understanding/Agreement, Standard Operating Procedures, Information Papers, and other papers and briefings required to support DoD Red Team operations, assessments, and programs.
• Prepare and maintain a comprehensive, consolidated schedule of all assessment activity, training, travel, etc., associated with all DoD Red Team Programs.
• Organizes, budgets, and schedules for the DoD Red Team.
• Oversee establishment and maintenance of suspense deadlines for all phases of assessment programs from inception through completion including deliverables
• Assist and support DoD Red Team Assessments at the direction of the Team Chief or Government Program Manager.
• Responsible for day-to-day management of DoD Red Team White Cell operations to meet specific program objectives.
• Direct supervisor for Program Coordinators, Support Section personnel, and surge support personnel/efforts.

Required Skills/Qualifications:

• A high school diploma or GED with 6 – 8 years’ experience in Military Operations. A Bachelor’s Degree in a related field with 4 years of Military Operations experience is preferred
• Experience in a management role commensurate with the position description and responsibilities.
• Proficiency in understanding, analyzing and summarizing comprehensive and complex technical, contractual, and research information/data.
• Excellent analytical, communications-both oral and written, and project management experience.
