Program Manager (CENTCOM Fuels)

The Program Manager (CENTCOM Fuels) will be based at one of multiple PAE sites in Iraq or Syria overseeing one or more Defense Logistics Agency (DLA) and Department of State (DOS) Fuel Services Contracts. This position will be responsible for providing oversight, leadership, and guidance to all Fuel Department personnel; oversight and accountability of all fuels distribution within theater. This position will have profit and loss (P&L) ownership for the DLA fuels contracts. This position will report to the Senior Director of Iraq Programs based out of Arlington, VA. The duties and responsibilities are representative of the nature and level of work assigned:


  • Responsive to and coordinate closely with DLA and DOD to ensure effective contract management, while leveraging opportunities for new business development and seeking to expand within the current customer base.
  • Responsible for P&L, program budgets and costs, program funding and program financial reporting.
  • Develop procedures to increase performance by implementing sound quality management processes.
  • Monitors program's progress against the contract and organizational goals and objectives, and ensures they are consistently and adequately met.
  • Ensure all deliverables, reports, and products are properly completed and submitted on time.
  • Manage a Program Management Office (PMO) of approximately 30 personnel, with multiple direct reports.
  • Performs FUELS Subject Matter Expert (SME) functions in support of DLA and DOS.
  • Actively manage the development and execution of fuel acquisition strategies to meet DLA and DOS needs to ensure continuity of supply.
  • Manages all aspects of fuel acquisition and delivery, to include forecasting future requirements and supply levels, ensuring that funding is available on the contract, placing delivery orders, coordinating with vendors on delivery schedule, facilitating access paperwork and validating delivery quantities at the point of delivery.
  • Comply with all Environmental Health & Safety and Quality Assurance requirements and goals.
  • Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.
  • Primary liaison between PAE sites and the customers on issues pertaining to fuels.
  • Deploy program-wide fuel laboratory testing and quality control capabilities.
  • Maintain training and certification requirements for fuel systems staff to contractual requirements.
  • Develop and establish calibration programs for equipment to meet contractual requirements.
  • Ensures the viability, availability, and safety of fuels systems within theater.
  • Conduct site visits to Fuels Facilities within theater to ensure maximum efficiency is being achieved with fuels delivery and receiving systems.
  • Provide guidance and direction to Supervisors, Operators, and Technicians.
  • Perform scheduled and unscheduled inspections.
  • Develop and implement procedures and processes to execute the fueling and storage missions
  • Develop program wide standardization of equipment and operating standards.
  • Maintain effective, timely, and respectful communication and interaction with other employees, and managers, and support other organizations.
  • Collect, analyze, and summarize data for report preparation and submit written reports.
  • Maintain the appropriate technical library and record-keeping, which documents all procedures necessary to accomplish assigned responsibilities.
  • Ensures quality assurance throughout project life cycle.
  • Evaluate operational effectiveness and develop/maintain effective operational control mechanisms.
  • Perform additional duties and projects as assigned.


  • Minimum Acceptable Experience Level:
  • Fifteen (15) years’ experience in Fuels Management
  • Ten (10) years’ experience in program management in contingency operations expeditionary logistics, and/or supply chain oversight and management
  • Five to seven (5-7) years’ international contracting experience
  • Desired Qualifications
    • Advanced Degree (Masters) preferred
    • Five (5) years’ of military experience preferred
    • Experience in operations in Iraq and Syria
  • Knowledge, Skills, and Abilities:
    • Financial management capabilities, including forecasting, analysis, evaluation of performance, and invoicing in a large and complex environment.
    • Operational knowledge of applicable fuel specifications.
    • Knowledge and supervision of fuel testing and maintenance /repair of fuel handling equipment and facilities.
    • Comprehensive understanding of and administered applicable FAA, OSHA and military regulatory guidance in ground refueling and airfield operations safety and DOT fuel storage and distribution provisions.
    • Good organizational and communication skills with the ability to exercise sound judgment and make decisions independently.
    • Knowledge of customer maintenance and operating procedures for fuels operational readiness capability desired. 
    • Knowledge of fuels industrial safety, quality, environmental procedures, material deficiency reporting and the customer supply system required.
    • Knowledge of principles and processes involved in supporting contract responsibilities at an overseas facility.
    • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
    • Cross-cultural sensitivity with an international perspective.
    • Excellent organizational and time management skills.
    • Computer skills, specifically in Microsoft Word and Excel.
    • Expert communication skills to facilitate and disseminate information.
  • Education: A Bachelor’s Degree in Business, Project Management, Accounting or Management. Ten (10) additional years’ experience in the field may be considered in lieu of a degree. An advanced degree is preferred.
  • Licenses and Certifications:
    • Valid drivers’ license from Home of Record.
    • U.S. Military Fuels certificate 92F or 77F or commercial equivalent
  • Security Vetting: Must be able to obtain a favorable U.S. Government Secret clearance. Must maintain eligibility at the required certification or clearance level for the duration of the contract.
  • Language Skills: Above average English proficiency required.
  • Citizenship: US Citizenship is required.
  • Medical: Successfully complete and pass the medical and dental examinations as required by PAE and our customer for deployment to the region. Must maintain physical and dental requirements for duration of deployment.


  • Experience working with DLA and DOS contracts.


This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to the region for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly demand. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
